Once β€œforever chemicals” enter a garment, especially technical outerwear designed to shed rain and snow, the question is no longer just whether a product is new or used. The question becomes whether keeping that product in circulation extends chemical harm into the places we claim to love.

PFAS used in textile coatings can be released during use, washing, handling, and end-of-life treatment, according to the European Environment Agency. The agency also warns that PFAS in textiles create a direct conflict with circularity because hazardous chemicals make reuse and recycling harder to justify and harder to manage safely.

That is why the outdoor industry’s PFAS crisis is bigger than a manufacturing story. It is also a resale story, a disclosure story, and an accountability story.

Why this matters now

By January 1, 2025, New York prohibited the sale of new apparel containing intentionally added PFAS. California’s textile law also took effect on January 1, 2025, although it created a temporary carveout for β€œoutdoor apparel for severe wet conditions” through January 1, 2028. Europe is moving in the same direction, with environmental regulators arguing that PFAS should be avoided in non-essential textile uses and treated as a barrier to a truly circular economy.

The part of the story that resale culture has not caught up to

PFAS are not like a scuff mark, a worn hem, or an outdated color. They are not a cosmetic issue. They are a persistent chemistry issue.

The European Environment Agency states plainly that PFAS can be released from textiles during production, use, washing, handling, and disposal. Its broader work on chemicals and circular systems makes the conflict even clearer: hazardous chemicals in material flows can undermine reuse and contaminate recycling streams. In other words, not every product becomes more sustainable simply by staying in circulation longer.

That should force a harder conversation in the outdoor world.

KEEN says every shoe it has made since 2018 is PFAS-free. Houdini says it started phasing out PFAS in 2012 and has used none in new production since 2018, including in shell layers.

Those timelines matter because they show the transition was possible before regulators forced it.

The question is not whether alternatives existed. The question is why so much of the market waited.

What this means for brands, retailers, and resale platforms

The outdoor industry has spent years treating PFAS as a materials compliance problem. It is bigger than that now.

It is a trust problem.

If brands knew laws were coming and still produced deep into the transition window, consumers should be asking what happened to that stock.

If retailers are still discounting technical shells without clear PFAS disclosure, consumers should be asking why the burden of figuring it out falls on the buyer.

If resale platforms want to claim environmental virtue while continuing to recirculate PFAS-heavy technical gear without strong standards, they should be ready to answer a harder question too: are they reducing waste, or are they extending avoidable chemical harm?

What consumers should do now

The most useful consumer rule is simple.

Do not treat β€œsecondhand” as the end of the question.

Treat it as the beginning.

Ask before you buy

  • Is this product PFAS-free?
  • Is the brand clearly stating that, or avoiding the question?
  • Is this a legacy shell being recirculated because nobody wants to deal with it?
  • Is there a PFAS-free alternative, new or secondhand, that gets the chemistry out of circulation instead of extending it?

PFAS changes the goal. It is not just about keeping products out of landfill. It is about stopping harmful chemistry from continuing to move through the system under the language of sustainability.
